TIRANA, March 26 /ATA/ The Energy Regulatory Authority (ERE) has proposed a comprehensive package of changes to the regulations concerning the procedures and timelines for granting, modifying, transferring, renewing, recognizing, and revoking licenses in the electricity sector. The aim is to simplify procedures, increase transparency, and align with international practices.
The amendments impact several key provisions of the regulation adopted in 2016, beginning with the criteria for licensing entities operating in the energy market.
A major novelty is the recognition of licenses granted by regulatory authorities in other Energy Community countries, EU member states, or countries with which Albania has bilateral agreements on a reciprocal basis.
In such cases, companies will not need to reapply for licensing in Albania but will be required to submit the appropriate documentation, translated and notarized.
The new regulation also establishes the standardization and digitalization of application documentation, requiring that all applications be submitted in electronic format. Additionally, the documents must be no older than one month from the date of application. In cases where entities are in the process of obtaining other necessary permits, they are permitted to apply in advance by providing proof of their application or correspondence with the relevant institutions.
The changes require increased transparency in funding sources, especially for electricity generation projects, with proof of full investment coverage. For trading and supply activities, entities must ensure financial support for at least one month of operation, based on energy market prices.
The changes require photovoltaic and wind projects to provide proof of installation durability, while hydropower and thermal plants must submit water usage approvals and relevant environmental documentation.
The application review process is now more structured, with ERE notifying applicants of document deficiencies within three days and allowing two days for corrections. Applications must be published on the official website and in print media, with a 30-day period for objections from stakeholders.
