Unilateral changes to Assembly’s Rules of Procedure undermine cooperation between political parties

TIRANA, March 24 /ATA/ The chairman of the Parliamentary Group of the Democratic Party, Gazment Bardhi, addressed the request of the Speaker of the Assembly, Niko Peleshi, who has asked parliamentary groups to propose any changes they deem necessary to the Assembly’s Rules of Procedure by 3 April.
In reply to this request, the Parliamentary Group of the Democratic Party has raised concerns and requested clarification on the specifics of the process, including who initiated and is responsible for overseeing the evaluation, as well as the reasons behind all this.
Bardhi noted that they are still waiting for the Constitutional Court’s rationale behind its decision. He pointed out that the recent unilateral amendment to the Assembly’s Rules of Procedure, made by the majority on 16 September 2025, was found in breach of the Constitution and unanimously declared null and void by the Constitutional Court on 23 February 2026. Bardhi stressed that obtaining this rationale is a responsibility that extends to both the Constitutional Court and the Speaker of the Assembly.

Furthermore, Bardhi stressed that the Speaker of the Assembly should act with institutional discretion, make sure they are not exploited, and respect the authority and rulings of the Constitutional Court, which should be reviewed by the Legislative Council of the Albanian Assembly.

He further stated that any unilateral action aimed at modifying the rules for the democratic operation of the Assembly of Albania undermines the potential for cooperation and democratic interaction between political parties within the Assembly.

The chairman of the Democratic Party’s Parliamentary Group, expressed concern over the lack of clarification regarding the process for assessing changes to the Assembly’s Rules of Procedure. He questioned the initiation of this process and the failure to wait for the Constitutional Court’s reasoned decision. Bardhi emphasized the importance of respecting Constitutional Court rulings in a democratic society and criticized the Speaker of the Assembly and the parliamentary majority for disregarding these decisions.
