Albania launches implementation JURONIX justice digitalisation project

TIRANA, March 11 /ATA/ – Albania has launched the implementation phase of the JURONIX project, a digital platform aimed at modernising the administration of justice and improving citizens’ access to court services.

Justice Minister Toni Gogu on Tuesday attended an event organised by the High Judicial Council of Albania marking the start of the project’s rollout.

JURONIX is a joint investment supported by the Albanian government with 9 million euros and the government of Sweden with 2 million euros, and aims to enhance the transparency, efficiency and reliability of judicial processes through digital tools.

Gogu said the digitalisation of justice goes beyond technological modernisation and is intended to support three key policy objectives: strengthening procedural safeguards and human rights protections, improving the efficiency of the justice system and modernising the legal framework in line with the European Union’s acquis.

“Due process, equality of the parties, procedural transparency and the right to be heard are pillars of the rule of law,” Gogu said. “When case management becomes more structured, traceable and institutionally accountable, the standard of human rights protection rises and access to justice is strengthened.”

He added that improving system performance is key to meeting the expectations of citizens and businesses for timely judicial decisions.

“Efficiency is not simply a technological luxury; it is a condition for justice to be genuinely accessible,” he said.

Justice Minister also stressed that digital transformation must go hand in hand with modernising the legal framework to strengthen legal certainty and advance Albania’s European integration process.

The JURONIX platform is designed to support the digital transformation of court administration and improve transparency and efficiency across judicial procedures. The project has completed its initiation, analysis and planning stages and has now entered the execution and implementation phase.

The system will operate on modern infrastructure with high standards of data protection in line with the General Data Protection Regulation.

As part of the broader digitalisation effort, more than 12.9 million pages of judicial documents have already been converted into digital format, creating an integrated and searchable court archive.
