TIRANA, December 11/ATA/ Prime Minister Edi Rama stated today during the event on the 30th anniversary of establishment of the Public Procurement Authority that this sector is currently undergoing a comprehensive reform process while the country aims to use the most advanced technologies, including Artificial Intelligence, to accelerate and improve the public procurement process.
Rama emphasized that technology and Artificial Intelligence offer extraordinary opportunities for countries like Albania, where historical challenges can be overcome through the exponential progress that technology offers.
“In different circumstances, we would be less ambitious. But, at present, we are in an advanced process and aim to pass the entire procurement process into the hands of Artificial Intelligence, with a very high percentage of automation, which does not involve human intervention,” he said.
The prime minister also recalled the international debates on the use of Artificial Intelligence in such processes, citing critics who warn that algorithms can be manipulated by humans, but added that the system to be used will be fully auditable.
According to him, what is easy to explain is the fact that Diella will not act totally independent from the eyes of all interested actors, but will be auditable at every step by every interested actor.
“The entire process will be carried out through digital channels and Artificial Intelligence will also be based on all the requirements of the procurement law. Any person who wishes to manually review the process will have the opportunity to do so, and this will ensure that nothing that comes out of the process as a result is untraceable in case of need to audit the steps that led to the result. It is very simple”, stated Rama. /r.e/a.f/p.s./
