TIRANA, Nov 14 /ATA/ “The Special Prosecution Against Corruption and Organized Crime (SPAK) has issued two formal summonses to Democratic Party Chairman Sali Berisha regarding ongoing investigations into the January 21, 2011 incident, in which four protesters were killed on ‘Dëshmorët e Kombit’ Boulevard in Tirana.”
Although the head of the Democratic Party (DP) denied during today’s press conference that he had received a summons regarding January 21, SPAK officially announced that “so far, two summonses have been sent via the Albanian Post Service: on November 3, 2025, to the home address (to appear at SPAK on November 7, 2025), and on November 7, 2025, to the home address, the Democratic Party, and the Parliament (to appear on November 14, 2025).
“The initial summons, dispatched to the residential address on November 3, 2025, was returned to the Special Prosecution Office with an official note stating: ‘Security personnel are authorized to refuse receipt of any correspondence,’” according to the SPAK media statement.
SPAK further stated that “subsequent to this finding, the Special Prosecution Office continued by issuing the summons to three locations—the residence, the Democratic Party, and the Parliament—on November 7, 2025.”
SPAK reported that the envelope sent to the residence on November 9, 2025, was refused, and that on November 12, 2025, the Democratic Party’s parliamentary staff declined to accept the notification delivered via the Parliament’s Human Resources and Deputies’ Affairs Service.
SPAK reported that the summons was also sent to the official email address on November 10, 2025. The Special Prosecution Office affirmed that it will continue to enforce the legal procedures for notifying and securing the appearance of the summoned individual in accordance with applicable legislation.
