Investment projects under Mountain Package initiative to begin in 2026

TIRANA, Nov 8 /ATA/ – The Albanian government’s Mountain Package initiative, approved in March 2025, is set to stimulate economic development in the country’s mountainous regions, particularly in the tourism sector. The first investments under the initiative are expected to commence in early 2026, according to the Minister of State for Local Government, Ervin Demo.

In a televised interview on Friday, Demo emphasized that the Mountain Package is not intended to distribute land ownership, but rather to assist individuals with longstanding ties to the land who face difficulties with property documentation.

“The Mountain Package is not a tool for land redistribution. It is aimed at helping those who have a relationship with the land, who have worked it for decades, but cannot invest due to issues with property registration,” Demo said.

The initiative targets two specific groups: individuals who have owned and worked the land for at least 10 years but lack formal documentation, and those who have divided land according to historical boundaries, with no disputes and with community acceptance.

“Anyone cannot just pick a mountain and decide to invest,” Demo explained. “The Mountain Package is clearly defined. The two categories eligible to apply are: first, individuals who have worked land for over 10 years but have no documentation, and second, those who have divided land in accordance with old boundaries and have the community’s consent.”

Demo also clarified that foreign investors may only collaborate with eligible local landowners who meet these criteria, and must obtain special permits to do so.

The Mountain Package, introduced by Prime Minister Edi Rama, is designed to promote sustainable economic growth in Albania’s mountainous areas. Among its benefits for eligible recipients are 10 years of tax exemptions, aimed at encouraging investments in agriculture, tourism, and other sustainable industries.
