TIRANA, Oct 23 /ATA/ – Prime Minister Edi Rama said on Thursday that all documents submitted under the so-called “Mountain Package” will also be verified by the Forensic Police.
Speaking at a meeting with mayors to discuss the package, Rama said the approach to granting state land had completely changed in recent years.
“No state land is granted unless the state itself becomes a shareholder, through the Albanian Investment Corporation. In cases where there is state land and development interest, the state participates as a partner,” Rama said.
The government head also revealed the discovery of a criminal operation involving forged documents to seize a large area of land.
“We have uncovered a criminal scheme to appropriate a substantial tract of land using forged documents. Thanks to the Forensic Police laboratory, the falsifications have been proven. Everyone should know that documents submitted for registration under the Mountain Package will go through the Forensic Police,” Rama said, adding that the case will be pursued “to the end, with prosecutors, courts and all institutions involved,” despite what he called “anti-state situations” in parts of the judiciary.
Explaining the core of the “Mountain Package”, Rama said it aims to promote development of unregistered land in attractive mountainous areas.
“The essence of the Mountain Package is this: land you want to develop but which Law 7501 did not allocate to you for 30 years, and for which you have an investment plan. Others are, of course, free to invest, but the package is meant to stimulate this type of development in highly attractive territories where documentation issues remain unresolved,” Rama said.
