TIRANA, Oct 8 /ATA/ During today’s meeting of the parliamentary group, the Democratic Party leader Sali Berisha stated that the DP would boycott any commission unless representatives from ODIHR and the Congress of Local and Regional Authorities are involved.
Commenting on the formation of the two special commissions—on Electoral Reform and Administrative-Territorial Reform—Berisha stressed the importance of engaging international experts in both initiatives.
“Let’s call in ODIHR, let’s engage experts from the Venice Commission, as they also have top-tier specialists in electoral law,” said Berisha.
According to him, the government “has no real interest in genuine reforms, but is only focused on dismantling everything in order to cling to power.”
Berisha criticized the justice system’s administrative bodies, stating that the High Judicial Council (KLGJ) and the High Prosecutorial Council (KLP) have refrained from making official appointments pending the placement of politically affiliated candidates.
“Approximately eighty percent of prosecution offices and courts remain without leadership. The KLGJ and KLP, as constitutionally mandated bodies, have failed to fulfill their appointment duties. The underlying cause is entrenched patronage and corruption, with key positions being reserved for individuals lacking the requisite minimum of eight years’ professional experience within the judiciary,” Berisha asserted.
Berisha emphasized that justice reform must be carried out exclusively by the Venice Commission.
He insisted, “No provision, word, or clause from Fatmir Xhafaj should ever be included; reform should only proceed through the Venice Commission.”
