OSCE Ambassador: “e-Legislation” platform, cornerstone for Albania’s legislative process

TIRANA, June 23 /ATA/ – Albanian Parliament launched Monday the e-Legislation (Alb e-Legjislacion) portal, an important milestone for Albania’s legislative process.

The new platform was created through a project of the OSCE Presence in Albania with funding from the Swiss government.

The Portal, developed in line with the international Akoma Ntoso standard, is designed to allow real-time search and access to consolidated legislative documents. It enhances internal workflow, supports more effective and transparent law-making and contributes to informed decision-making in the Assembly. The e-Legislation Portal is also a stepping stone towards the country’s full transition to the e-Legislation system by 2028.

The Head of the OSCE Presence in Albania, Ambassador Michael Tarran, hailed the launch of the e-Legislation portal as a foundational step toward modernizing the country’s legislative process.

OSCE Ambassador underlined that by embracing e-Legislation, Albania joins a growing number of countries that have adopted these systems and positions itself as a regional leader in digital legislative reform.

“e-Legislation represents a cornerstone for Albania’s legislative development—designed to make lawmaking more transparent, inclusive, and accessible,” Tarran said.

The event was attended by Speaker of Parliament Elisa Spiropali, Swiss Ambassador Ruth Huber, and EU Ambassador Silvio Gonzato. Ambassador Tarran highlighted that since 2019, the OSCE has supported the Albanian Parliament in its digital transformation, laying the groundwork for a user-friendly and interoperable legislative system.

Calling the reform a “milestone in Albania’s path toward EU integration,” Tarran welcomed Parliament’s ongoing commitment to digital transformation.
