TIRANA, Jan 27 /ATA/ The Parliamentary Committee for Labor, Social Affairs, and Health is reviewing on Monday the draft law “On recognizing employment periods in state institutions, former state enterprises, former agricultural enterprises, and former agricultural cooperatives for pension eligibility within the social security system.”
Deputy Minister of Economy, Culture, and Innovation, Olta Manjani, stated that this “draft law is important for a large number of citizens who worked before 1994 and were unable to document their employment periods for the purposes of calculating social security contributions.”
The draft law aims to recognize employment periods for pension purposes in the social security system, covering workers from the age of 18 or after completing higher education, up until key legal changes in 1991 and 1993 affecting agricultural enterprises and cooperatives.
The Deputy Minister stated that many workers from former state and agricultural enterprises, as well as cooperatives, are unable to document their employment periods before 1994 for pension calculations, despite existing legislation.
“This process is time-consuming and incurs significant costs for both citizens and the public administration. Therefore, the draft law aims to address the lingering effects caused by issues over the years in recognizing work years for individuals who have the right to such recognition, even in cases where there is a lack of data, incomplete, corrected, deleted, damaged records, inaccurate information, etc.,” said Manjani.
The Deputy Minister stated that the draft law would simplify the recognition of insurance periods, bypassing documentation issues, and enable beneficiaries to receive a pension equivalent to the social pension.
