TIRANA, December 6/ATA/ Minister of State for Public Administration and Anti-Corruption Adea Pirdeni highlighted today the measures that have been taken so far in the context of improving the transparency and accountability of public administration institutions.
During the roundtable on “Open Governance”, organized by the special Anti-Corruption Commission, Pirdeni positively assessed the analysis made by the group of experts that has worked in this field.
According to her, the analysis and recommendations of the group of experts are in line with the commitments that Albania has made within the framework of the negotiation process, the roadmap for public administration reforms, as well as the roadmap for the rule of law.
Pirdeni emphasized that these are relevant issues to all social actors and not only the executive.
“We cooperate closely with civil society organizations on any issue related to transparency and accountability. We are working intensively throughout this year to implement the strategy for public administration reform.
The reason why this process has been postponed is because our aim was to base this document on the roadmap for public administration reform, which was agreed with the European Commission and then submitted in October of the current year as one of the opening points for the first group of negotiations for Albania”, said Pirdeni.
According to the minister, the proactive transparency has a central position in the Strategy document, so since June of this year a national conference has been organized with the Commissioner for the Right to Information and Personal Data Protection.
“We have launched a public debate that has turned into an institutional discussion and dialogue throughout this entire period of time. We have engaged with the Commissioner’s Office to improve all transparency programs of line ministries. It is the obligation of public administration institutions, based on the law on the right to information, to make all reports public in the format of the Transparency Program”, said Pirdeni.
In this regard, she highlighted the significance of the essential role that coordinators have for the information.
“At present, all the websites of the ministries have a special space on the transparency program. Regarding public consultation, together with the National Agency for Public Administration and all the relevant ministries, we have identified all civil society organizations in the relevant fields, which of their own free will would say whether they want to receive automatic updates on acts that come out in their field. The public consultation process has its own deadlines and the law provides for 20 working days”, added Pirdeni. /p.s./
