2025 Draft Budget, Tabaku: Economic Growth relies solely on construction

TIRANA, Nov 6 /ATA/ The Democratic Party MP, Jorida Tabaku, expressed her concern today about the draft budget for the upcoming year, emphasizing that the country’s economic growth has been solely driven by the construction sector, which has not had a ripple effect on other sectors.

During the meeting of the Economy and Finance Committee, where the 2025 draft budget was presented, Tabaku raised concerns about the government’s promise that the revenues in the Windfall tax collections during the energy price crisis would be funneled into pension raise.

“She also focused on informality, stating that the increase in social insurance contributions from raising the minimum wage would have brought an additional 60 million euros to the budget. However, according to her, the crackdown on the phenomenon of underreporting payroll has only resulted in 15 million euros.”

“You have projected an increase in VAT due to inflation and increase in social insurance contributions from the minimum wage raise, which will bring in 60 million euros. Meanwhile, the fight against informality is expected to bring in only 15 million euros more. So, how do you plan to increase the pensions you are promising?” said Tabaku.

“I am concerned about the model of economic growth and revenue forecasts presented in this draft budget. There seems to be no broader economic stimulus, and it is unclear how you plan to achieve these revenue targets. The country’s economic growth has been driven solely by the construction sector, which has not generated a cascading impact on other sectors,” stated Tabaku.
