Xhafaj: Justice Reform is irreversible, it has contributed to ending impunity

TIRANA, Oct 28 /ATA/ – By Maela Marini/ The chairman of the special parliamentary commission for Anti-Corruption, Fatmir Xhafaj, stated on Monday that the aim is to guarantee the irreversibility of the Justice Reform, its consolidation, and efficiency of the justice system for Albanian citizens.

During a press conference, Xhafaj stated that “all the pillars of the Justice Reform approved in 2016 are non-negotiable for us.”

“We are very proud to have initiated, drafted, and implemented the Justice Reform. Its implementation is essential for the separation of powers and for an independent and equal justice system for all citizens. We also appreciate the contribution to ending impunity,” Xhafaj added.

Speaking about the draft presented to the Anti-Corruption Commission, Xhafaj emphasized that there are around 140 articles for amendments to laws proposed by the justice institutions themselves that need to be complemented.
“The Assembly must carry out post-legislative control. This process needs to ensure the success of the Reform, to reflect on the findings and issues, and to make the necessary changes. Thanks to the Justice Reform, we have come to this point in the negotiation process. We aim to give the same energy to the EU integration process as we did with the Justice Reform,” Xhafaj said.
When asked if there would be constitutional changes impacting the Justice Reform, Xhafaj stated that he has not seen any such proposals in the current draft

“But this is a process, and if experts propose something like this, it will be considered at the end. From the context of the analysis, I see the need for legal and institutional changes within the legal framework that covers these three areas: good governance, anti-corruption, and the rule of law,” Xhafaj said.
