Public Procurement, Myzyri: Digitalization of appeals process has increased accessibility

TIRANA, Oct 26 /ATA/ Jonaid Myzyri, director of the Public Procurement Commission, invited to episode 7 of season 3 of Prime Minister Edi Rama’s podcast FLASIM, elaborated on what has changed regarding complaints in this sector, especially after the digitization process.

Myzyri stated that “in 2020, amid the pandemic, we had a clear vision: the digitalization of the Public Procurement Commission through transparency and an increase in PPC staff. The digitization of the complaint filing process allowed this interconnected process with e-Albania to translate into digital tasks outlined by law, for both economic operators and subcontracting companies, as well as the PPC. We didn’t anticipate that a ‘hurricane’ of transparency and increased accessibility for economic operators that would ensue,” Myzyri said.

He cited the figures related to the complaint process at the PPC for the period from January to September 2024.

“276 unique economic operators submitted complaints, and 69 of them, despite having commercial relationships with the Albanian state, did not trust the complaint process. However, thanks to digitalization, accessibility within the system has improved, resulting in increased transparency. Notably, 23% of the new economic operators are run by women or are shareholders in these enterprises. Digitalization has significantly enhanced accessibility.”

From 2010 to 2020, the chain of complaints about public procurement from economic operators was handled outside the digital system.

According to Myzyri, an indicator measured by SIGMA for the Public Procurement Commission in 2024 shows that the Commission has scored 90 out of 100 points. For the mechanism concerning procedures for appealing a procurement-related decision, the Commission received a perfect score of 18 out of 18 points.
