Zaçaj: Let’s guarantee effective justice for our citizens through constitutional justice

TIRANA, October 24/ATA/ A delegation of Albania’s Constitutional Court composed of its President Holta Zaçaj and Judge Marsida Xhaferllari participated in the second annual Conference of the Balkan Constitutional Courts’ Forum under the topic “Evolutions in Contemporary Constitutional Justice: The Example of the Balkan Region”, organized today in Pristina.

Attending the Forum were representatives of the member courts and the highest dignitaries of the state of Kosovo, presidents/judges of the homologous constitutional courts, representatives of the Venice Commission and the European Court of Human Rights, as well as academics and representatives of the European justice institutions.

After opening the proceedings of the Conference with the opening speech of the President of the Constitutional Court of Kosovo Gresa Caka-Nimani, the activity was greeted by Vjosa Osmani-Sadriu, president of the Republic of Kosovo.

On her part, Holta Zaçaj, president of the Constitutional Court of Albania and president of the Conference of European Constitutional Courts, emphasized the significance of this conference not only as a model and practice of productive cooperation between systems, institutions so that to face common political, legal, economic and cultural challenges, but also for the impact it has on the citizens of the Western Balkans, aiming to guarantee equality and convergence towards standards.

Further on, she emphasized that, “while constitutionalism is an expression of the rule of law and constitutional justice is its means of realization, the essential challenge of our constitutional courts is to guarantee effective justice for our citizens through constitutional justice, so that constitutionalism is not just decorative, which would be more dangerous than the very absence of a constitutional system. Therefore, we must bring the Constitution to life, make it tangible and fight for the supreme rules that it carries to materialize and not remain decorative, i.e. just a facade”.

During the second session of the proceedings of the Conference, Judge of the Constitutional Court Xhaferllari made a presentation on the topic “Constitutional Court of Albania as a “Compliance Partner” of the European Court of Human Rights. /a.f/r.e/p.s./
