PM Rama: Large government complex building to house several state institutions

TIRANA, Sept 17 /ATA/-By Maela Marini/ – An international tender was launched on Tuesday for two initial projects commissioned by the Albanian Investment Corporation (AIC), with 10 leading architecture studios expected to propose their designs on four new development projects, which will pave the way to a new approach to construction of a massive building complex that will house government and public administration offices in Tirana.

In his remarks at a ceremony marking the launch of the international competition, Prime Minister Edi Rama noted that the goal is to build a large government building complex that will accommodate a number of state institutions.

PM Rama underlined that the government makes available public lands and invites local and foreign investors for eligible construction projects.

The government head noted that the state, in its capacity as owner of public land, is entitled to benefiting new contemporary infrastructure for public institutions, currently operating in rented properties as they still lack their central headquarters, including the National Library and many other institutions.

“Ten finalists have been divided in two groups of five each and they will outline their designs on four important projects in front of an international jury. The four projects clear the way to a new phase and new approach, with the state assuming a new role regarding public lands and properties,” PM Rama said in his remarks.

According to the Premier, “public institutions pay several million euros a year in rent to operate in premises that are far from being worthy of our ambition of Albania 2030.”

“Architects have been asked to bid their ideas and projects on construction of a large government building complex, which will house a significant number of institutions, The complex will also serve as another public building, where other institutions, currently in dire need of a place worthy of all their demands, will be accommodated,” PM Rama added.

The architecture firms participating in the international competition for construction of the public administration offices include Andrea Caputo (Italy) and So-il (USA), Coldefy (France), Embt Architects (Spain), Snohetta (Norway), Zaha Hadid Architects (Great Britain), Archi-Tectonics (USA), Architecture Studio (France), Baukuh (Italy), Cook Research (Great Britain), Mad Office (USA).
