Changes in Electoral Code enable Albanians to vote abroad, says Gjiknuri

TIRANA, June 26/ATA/ The representative of the Socialist Party for Electoral Reform in the Dialogue Group Damian Gjiknuri stated today that with the new changes in the Electoral Code, there has been made possible the vote of Albanians living abroad.

During the speech held in the Assembly where he presented the changes to the Electoral Code, Gjiknuri said that, “For two years, we did not manage to implement a complete electoral reform that was accepted by all and that addressed all the recommendations of the ODIHR. But, with this important part of the electoral legislation, the vote of citizens abroad, the vote of the Diaspora and the clarity in the way of candidacy and distribution of mandates are addressed based on the principles provided in the Constitution”, he said.

The proposal, according to him, solves all the gaps found in the decision of the Constitutional Court regarding the vote of citizens abroad.

“The CEC approves the by-laws and the necessary infrastructure that enables the process. I take advantage of the opportunity to call on the political factors to support the CEC in this delicate and important process”, he said.

Focusing on the lists, Gjiknuri mentioned the principle that no less than 2/3 of the list is subject to preferential voting.

Gjiknuri emphasized that this marks an important step forward. /p.s./
