TIRANA, July 24/ATA/ The Parliamentary Committee for Legal Affairs, Public Administration and Human Rights met today to examine some legal initiatives for changes to the Electoral Code.
Initially, the members of this committee were acquainted with the initiative proposed by Kristaq Kume and supported by 22,699 voters, for the representation of all communities in the municipal councils.
Kume said that if such a thing can be fixed, the operation of this body will be more effective.
“We request the provision in the Electoral Code of the obligation of political subjects to the proportional representation of the communities in a given electoral unit. What has been written is the result of almost 2 years of work with various interest groups. In the 2023 elections, we noticed that there were almost no candidates from marginalized groups in the lists of candidates for municipal councils,” he said.
Kume also added that we intend to vote with open lists, as it is the right of the citizens to choose who they want to see in the municipal council.
Another initiative presented by Adriatik Lapaj and supported by 21 thousand citizens has to do with the vote of emigrants and the process of opening the lists, addressing the decision of the Constitutional Court.
Regarding the vote of emigrants, Lapaj said that the draft presented to the committee addresses a large part of their demands, while he stopped at the unaddressed issues.
According to him, the Diapsora ballot paper should be of a different color from those that will be used inside Albania, so that to avoid any manipulation.
Also, Lapaj proposed to have a special commission that waits for the vote of the Diaspora. “This special structure at the Central Election Commission must be depoliticized”, he added. /p.s./
