Llagami: New judicial map was successfully implemented, infrastructure poses a challenge

TIRANA, June 7 /ATA/ The President of the High Judicial Council, Naureda Llagami, said on Friday that the successful implementation of the new judicial map was the goal of 2023, while the infrastructure continues to be a challenge.

Present at the hearing for the Annual Report of the activity of the HJC and the judicial system during 2023, Llagami said that, “in the conditions of a radical transformation in the judicial system, due to the implementation of the new judicial map, it was a year full of hard work to guarantee access to court services, human capital and break deadlock and ensure reasonable time of court proceedings.
“Some of the most important developments during 2023 are the successful implementation of the new judicial map, recommendation no. 3 of the Assembly’s resolution, but also a recommendation from the EU report, within which we drafted a complete package of 60 by-laws, which guaranteed the functionality, the smooth provision of judicial services to the public, but also maximized the administration of human and financial resources”, Llagami continued. .

According to the president of the HJC, “the new judicial map is already a reality, the challenges include the brick and mortar infrastructure and information technology , but also the necessary financial resources to address these needs. These challenges have been made known to the Assembly, but also to the Ministry of Justice several times through official and public communication channels.”

“Currently, the unavailability of land for construction and the old infrastructure of the High Court, the Court of Appeal, the Court of Administrative Appeal, as well as the Court of First Instance in Tirana, not only do not create conditions for solemn trials, but are also an impediment to normal conditions for human resources. The situation is critical in the Courts in Fier, Lezhë, Kukës, Berat and Shkodër”, Llagami pointed out.
“The HJC has made continuous efforts to secure construction sites and the necessary budget funds to meet these needs by including these needs in the medium-term budget program of the judicial system. But despite this, we still do not have a concrete solution from the government,” Llagami said. /a.f/sm/
