Ibrahimaj: Business inspection, a system based on self-declaration and not penalties

TIRANA, May 14/ATA/ Minister of State for Entrepreneurship and Business Climate Delina Ibrahimaj participated in the meeting on “The all-round consolidation of state-building as the safe way against corruption” which took place in Tirana at the Pyramid, the Business House. Attending the event was Prime Minister Edi Rama.

During her speech, Ibrahimaj said that the key word is inspection as the main pillar of relations between the state and business.

“There are three main pillars of this process: registration, reporting to the state and inspections. Regarding the first two, we have done a lot of work in facilitating the procedures that the business must do for registration and licensing, but we are making positive progress regarding their digitalization process in order for the relationship between the state and business to be as smooth as possible”, said Ibrahimaj.

“Today, Albanian businesses want to guarantee standards, clean competition and are convinced of the self-declaration and the culture to respect the law because this way we will have access to the EU and development. In this context, we want to present to you the reform that we will undertake in the field of inspections. We want to build a system that is based on cooperation, transparency and self-declaration and not on penalties. We thought that for the self-declaration, the inspections will be focused towards increasing the performance and risk criteria. We want to build a database with risk criteria where each business will have its own score and this database will serve all inspectorates to make their work plans. On the other hand, we will increase the information of businesses about the criteria they want to fulfill. In the meantime, we will set up joint appeal commissions with business representatives and separate from the inspection bodies, where their voice will be heard for every clarification”, stated Ibrahimaj./p.s./
