TIRANA, Jan 23 /ATA/ The Parliamentary Committee for Economy and Finance, in the next online meeting and in the capacity of the committee for giving feedback, reviewed the initiative of MP Laert Duraj “For changes to the law “On concessions and public private partnership”, amended.”

Invited to the commission meeting were the initiator Laert Duraj, Vasilika Vjero, Deputy Minister of Finance, Endrit Yzeiraj, Deputy Minister of Economy, Culture and Innovation, as well as the technical staff of MoF and ATRACO.

MP Duraj started off the meeting by elaborating on the initiative, with special focus on the purpose and the changes proposed by him, emphasizing that the primary goal is to solve some problems encountered during the implementation of the current law, to improve the procedures, enable the application in a fair and correct way, but also to avoid possible ambiguities in the implementation of the current law.

Among other things, Duraj clarified that the initiative intends that in the case of mixed concessions, the provisions for securing work contracts should give precedence to the guarantee related to the construction period of the concession contract object, but in no case without changing the approach of the guarantee.

Another proposed change is related to the change in the time available for the feasibility study, which should be 60 days from the granting of approval by the Contracting Authority, which would have a positive impact on the quality of the projects.

Milva Ekonomi, in the capacity of rapporteur, appreciated the importance of the initiative, but suggested that the proposals should be taken into consideration by the working group set up for the drafting of the new law on concessions and PPP.
