Ahmetaj: Individuals with criminal records are excluded from amnesty

TIRANA, July 15/ATA/ Deputy Prime Minister Arben Ahmetaj, at the same time Minister of State for Reconstruction and Reform Program, highlighted today during the wide public consultation “On the fiscal amnesty bill”, the significance of undertaking this process: the economic situation of the country after three consecutive shocks, the earthquake, the pandemic and now the Russian invasion of Ukraine.

“Amnesty is an extraordinary instrument, very rare and tends to guarantee the necessary liquidity”, said Ahmetaj.

The deputy prime minister emphasized that the process is expected to be closed within a period of 9 months, while the transfer abroad of money entered into the system will not be allowed for 5 years.

At the same time, the deputy prime minister assured that in this process it will not be possible to include persons who have been convicted of criminal offences.

“The amnesty principles are voluntary declaration, special/preferential taxation, exclusion of high and middle public officials and their family members, politicians and their family members, globally filed individuals with criminal records as well as OFL subjects. Also, the law sets a limit for the declaration of assets up to 2 million Euros, while the declared assets cannot be transferred abroad for a period of 5 years”, stated Ahmetaj.

Ahmetaj also spoke about the work done in the framework of the formalization of the economy.

“Our formalization efforts are very significant and tangible. In 2013, the collected revenues were 24% of the GDP, today they are 28% of Domestic Production. It is a very important jump, over 4%, which renders into over 600 million USD”, he said.

Ahmetaj added that the amnesty law ensures the preservation of secrecy and the non-initiation of criminal proceedings against the beneficiary subjects./p.s./
