TIRANA, Dec 16 /ATA/ Minister of Education and Sports, Evis Kushi, said on Thursday in parliament that “on top of increasing the quality of education, we need to guarantee the safety and well-being of students inside and outside schools, everywhere where they could be at risk.
In the Q&A session requested by the MP of the Socialist Movement for Integration, Erisa Xhixho on the contract appointment of teacher Ëngjëllush Bregu, in the “October 22” 9-year school in Berat previously convicted of pedophilia and sexual harassment, Minister Kushi explained that “the ministry responded promptly to this incident.”
Minister Kushi said that she has publicly condemned the appointment of this teacher by contract from the first moment.
“This is because I strongly believe that such persons should not be allowed to teach even a single class in our schools”, added Kushi.
Kushi added that “the perpetrator was dismissed from duty straight away four days after signing the contract, upon receiving the official confirmation from the Court for the criminal offense. We immediately started an administrative investigation to find the responsible persons who by actions and inactions have allowed his employment “.
Outlining the procedure for the appointment of this teacher, Kushi said that “according to detailed information received from the Education Office and the relevant Regional Directorate in Berat, Ëngjëllush Bregu graduated in Mathematics and Physics has started working as a teacher since early 1980 to serve for 23 years on end. In 2003 after the incident that happened in the 9-year school “Uznovë” in Berat he was legally proceeded and was sentenced to 7 months in prison by the Court for “shameful acts”. “But in its decision, the Court did not strip him of the right to practice the profession either permanently or temporarily.”
Therefore, Kushi continued, the Education Directorate, not having any court decision to ban him from working as a teacher, has allowed him to work after serving his sentence
Minister Kushi informed about the discussion with the Minister of Justice, Ulsi Manja, on a legal initiative so that some serious criminal offenses, including those in question, are never deleted from the criminal record. /k.s/sm/
