Law Commission approves two draft laws and Normative Act on vaccines

TIRANA, Dec. 14/ATA/ The Committee on Legal Affairs, Public Administration and Human Rights reviewed and approved today two draft laws and a Normative Act on vaccine.

Initially, the committee reviewed the draft laws “On the ratification of the agreement between the Republic of Albania and the United Kingdom of Great Britain and Northern Ireland, on the transfer of convicted persons” and “On the ratification of the agreement between the Council of the Ministers of the Republic of Albania and the Government of the United Kingdom of Great Britain and Northern Ireland on the readmission of persons and the implementing protocol of the agreement.”

In attendance at the presentation of the first draft act were; the Deputy Minister of Justice, Adea Pirdeni  and the Director of Codification at the Ministry of Justice, Besmir Beja.

Pirdeni presented the novelties of the international cooperation agreement in the field of criminal law between the two countries and stressed that, the essence of this agreement has been the improvement of conditions and rules for the transfer of convicted persons from both countries, in order to facilitate the social reintegration of the citizens of one contracting state, serving a sentence in the other State.

Pirdeni clarified that the procedures for the transfer of Albanian citizens convicted in the United Kingdom have started in 2013, through an agreement, where a number of problems have been encountered during its implementation.

“The difficulties of implementation have consisted mainly in the meaning, interpretation of the agreement by the courts and prosecutors due to the change of terminology and different legal concepts, because both countries belong to different legal systems, thus it was necessary to improve the text of agreement by the parties, paving the way for the negotiation of a new agreement, following a series of roundtable consultations held with prosecutors, judges and representatives of the Ministry of Justice,” Pirdeni added. //a.i/
