TIRANA, Jan 2 /ATA/- Justice reform is one of the biggest reforms launched under the socialist government to transform the judiciary and change the public opinion perception of the judiciary.
The MP of the Socialist Party, also the Chairwoman of the Parliamentary Committee on National Security, Ermonela Felaj, in an interview for the Albanian Telegraphic Agency, has made an overview of the progress of Justice Reform, the implementation of which, according to her, is undoubtedly a clear indicator of the majority’s will and the unstinting support of this government.
Justice Reform is the highlight of all sweeping reforms undertaken by our government. The new justice institutions are in place and on their institutional path. Undoubtedly, the Government has had its own contribution, but we should not forget that parliament was also on the frontline of this reform, and not in vain, but with the special purpose that this reform enjoys the consensus of all political parties in the country, ” Felaj told ATA.
“Despite the difficulties and the impediments on the way to this important process, I mean the Vetting process, which is at the core of the justice reform, this reform has moved forward. The main governing bodies of the judiciary have been constituted and have already established a good working practice, I am talking about the HPC and the HJC. The High Inspectorate of Justice was constituted and the Constitutional Court, one of the most important institutions in the country, the guardian of the Constitution, is towards full constiution,” Felaj added
Asked about the filling in of Constitutional Court and High Court vacancies created by the Vetting, she said that “there is a legal and constitutional formula for the constitution of the Constitutional Court and High Court. The good news is that the Constitutional Court, at the moment, consists of seven members, the necessary quorum for decision-making, and I do not believe that there will be other impediments to filling the full number of this court and the the High Court and it is a disgrace that its members are appointed via the High Judicial Council. The justices of the High Court are appointed by the President on the proposal of HJC for a term of 9 years. These two Courts are the highest link in the exercise of judiciary. “Even the rulings of this court must be published as according to the Constitution,” – said Felaj.
