TIRANA, July 29 /ATA/- Minister of Agriculture and Rural Development Bledi Çuçi highlighted the necessity of moving towards constitutional changes so that to make it possible for Albanian voters that in addition to the preference for the party, to choose candidates within the party.
During a television interview, he stressed that, “We have already clearly stated that the changes will begin with the constitutional changes that are expected to be approved tomorrow and then will be discussed in detail how the open list system will be administered.”
“The constitutional changes will determine that the lists will be opened, so the lists of candidates for MPs will be opened not less than 2/3, giving political parties the opportunity for changes in the Electoral Code, to address gender issues, or other issues and this will be seen in the following, in the changes that will be further reflected in the Electoral Code “- said the minister.
According to him, the constitutional changes allow a decision to be made to open the lists by 2/3 or 100%.
“This is done in order not to give up some principles that we have sanctioned, to preserve those principles for the gender ratio in the representation of the Albanian Parliament”, said Çuçi.
“The opposition has somehow lost the political ability to impose itself up to this point from the moment it took the absurd and democratically punishable decision to leave the Assembly. We are giving the opposition the opportunity to choose the model it wants within the OSCE. The important decision is that we are opening the lists. We also make a kind of regulation, leaving the basic principles in the Constitution and leaving the others to the Electoral Code “- stated the minister.
“I believe that there is no surprise after an agreement has been reached with the opposition parties in the Assembly. This is one of the requests they have asked the most and I do not believe that there will be any surprises “, said Çuçi. e.xh / j.p /p.s./
