Lawmaker says open-list system a step forward, declares vote against June 5 agreement

TIRANA, July 15 /ATA/ – Lawmaker Ralf Gjoni hailed Wednesday the unanimous vote between the majority and the parliamentary opposition in the Law Committee to adopt the constitutional changes on an open-list electoral system in Albania.

In a televised interview, lawmaker Gjoni said the new electoral system would lead to the long-awaited change for the Albanian citizens.

“The open-list system represents a positive step forward and the agreement between the majority and opposition on not less than 2/3rd of open lists is an optimum proposal. I have opposed and I reject the June 5 agreement, which is an extra-institutional deal among political groups and is irrelevant to Parliament and that deal was actually reached so that nothing could change,” Gjoni said.

“The opposition lawmakers have agreed to oppose the June 5 agreement in Parliament. I personally will vote against it. For the first time, Albania is seeing really independent lawmakers who have their saying in Parliament’s decision-making,” he said.

According to Gjoni, the proposed Electoral Code and the Constitutional changes do not ban pre-electoral coalitions.
