TIRANA, April 27/ATA/-The Public Procurement Agency (PPA) recommends contracting authorities to use the framework agreement, as the only mechanism to help respond at the time of crisis and emergency, by avoiding the use of negotiated procedure without prior publication.
The PPA points out that, the law aims at better use of public funds, and in this context it is recommended that all contracting authorities, after covering urgent needs, cope with COVID-19, simultaneously take measures to plan future needs.//a.i/
