COVID-19/ Meter reading impossibility, reference value billing for households

TIRANA, March 31 /ATA/ The Electricity Distribution Operator (OSHEE) has crafted an action plan on how to read electricity consumption in pursuit to the government’s normative act for taking special measures over the duration of the COVID-19 infection period.

With govt. – imposed measures restricting the possibility of normal movement for OSHEE employees, the company has addressed the Energy Regulatory Authority, which has approved the relevant decision on the meter reading and billing procedure during this period.

According to a well-known practice implemented in many other countries, OSHEE will apply consumption reference value to those cases where it is impossible to read the meter physically.

About 70% of family subscribers will get the meter read by our field teams. For the remaining 30% concerning whom this process will be impossible, the OSHEE will apply ERE decision no. 58, dated. 26.03.2020 on reference value billing.

The reference value is the amount of energy consumed by the subscriber during the corresponding month of the previous year, March 2019. For these cases, we explain that in the next month’s reading the balance will be adjusted.

For the non-family entity, OSHEE provides meter reading and verification for approximately 90% of subscribers. For the remaining part, the ERE decision on reference value billing will be applied again.
