Constitutional and Supreme Court, to become operational soon

TIRANA, Nov 11 /ATA/ – The Head of OSCE Presence in Tirana, ambassador, Bernd Borchardt, stated on Monday that a lot of work remains to be done to establish an unbiased justice system.

In his remarks at the first regional conference on court administration and case management, Borchardt said that a lot of work remains to be done to ensure an accurate, unbiased justice system.

Meanwhile a series of initiatives are running in parallel. The vetting is ongoing, whereas the
Constitutional and Supreme Court will become functional soon. These efforts are crucial in strengthening the judiciary,” the OSCE ambassador said.

He said that OSCE supports the governing bodies of judiciary. We are delighted to support the work of High Prosecutorial Council and High Judiciary Council, Borchardt said.

Ambassador of OSCE cited three examples to say that the process of support for justice efficacy is working.

“In Kruja court, only 6 months after implementation, the duration of criminal justice cases has been reduced from 135 days to 45 days. In Korça the number of inefficient sessions dropped from 35 % to 2%. In Lezha the number of sessions dropped by 50%. These are only three examples to illustrate the success,” Borchardt said.

This conference was organized by High Judicial Council and OSCE Presence in Albania. The conference was held in partnership with the joint EU – Council of Europe project “Support for efficacy in justice” and USAID project “Justice for all” as well as the valuable contribution of the School of Magistrates.

Participants from across the region shared their expertise in efficient administration of courts and management of court cases.

The conference was held within the frame of the project “Justice without delays” which is implemented by OSCE Presence with the financial support of Austrian Development Agency and aims to enhance efficiency of court cases in Albania.
