Draft opinion of Venice Commission, Meta: Biased, exceeds competences

TIRANA, Oct 4 /ATA/ – “ The draft opinion draws an array of conclusions that exceed the remit of Venice Commission as an advisory body and concerning which it has not been asked by Parliament of Albania,” President of the Republic, Ilir Meta, said in his remarks addressed to President of Venice Commission, Gianni Buquicchio, regarding the draft opinion no 959/2019 crafted by members of Venice Commission on competences of president to set elections date in a parliamentary system.

Meta said that presenting the facts and circumstances in the draft opinion is biased and incomplete.

This draft opinion rekindled political polarization right at the time when parties re-established a bridge of dialogue.

“I got acquainted with the draft opinion prepared by the experts of the Venice Commission and the clear conclusion that President of the Republic has not committed a violation of the Constitution.

“Comprehending the unusual position of Venice Commission to express itself on an issue pertaining to political and legal aspects which has come as a result of unprecedented developments, I find it appropriate to point out that only an in-depth knowledge of the situation in Albania would enable an objective assessment of the President’s constitutional activity, “Meta said.

According to him, “the draft opinion is often contradictory, with diametrically opposed assessments on the same issue.” The impression is created, the President estimates, that “the experts of Venice Commission have been a priori guided by some fixed ideas, presenting the facts and analysis inconsistent with the conclusions of the draft opinion.
