TIRANA, July 18 /ATA/ –By I. Vata/ – The chairman of SP parliamentary group Taulant Balla in his address from the podium of parliament on Thursday spoke about the amendments to Criminal Code stating that so far stipulations in the Criminal Code are not in line with EU standards as they do not guarantee prevention of the acts of violence.
According to Balla, the current provisions in the Criminal Code stipulating sentences for these acts have either loopholes or contain lenient sentences.
The current provisions in the Criminal Code have proved that they do not guarantee prevention of violence in society, therefore we have proposed more severe sentences for violence against the policeman, doctor, sportsman, referee, coach, public officials and the elected or those in public service as well as incorporation of new penal offences with view to treating the acts of violence as offences carrying penal responsibility.
Balla encapsulated the amendments to Criminal Code in 7 main blocs.
The need for amendments to Criminal Code on copyright issues has been highlighted in a broad public debate which raised public awareness about the plagiarism or unauthorized use of works.
The amendments pertaining to public order come in response to increasing complaints from the citizens across the country, such as complaints about businesses that defy noise pollution limit stipulated in the legislation.
We propose harsher sentences for possession of weapons, explosive devices or explosives as well as actions intended to obstruct by any means the road, railway, marine and air traffic.
The so far issues related to enforcement of legislation on environment cannot been addressed accordingly through specific/administrative legislation. This legislation needs to be completed with penal offences in the field of environment and sanctions in Criminal Code.
