TIRANA, May 2 /ATA/ – PM Edi Rama stated that the so far issues pertaining to implementation of legislation on environment have shown that the environment cannot be protected appropriately with an administrative legislation in place, to that end it needs to be complemented by penal offences in the field of environment and the relevant sanctions stipulated in the Penal Code.
In his remarks at the meeting of SP parliamentary group, Rama said that completion of this law ensures a continuation and compatibility between the requirements in the legislation and the stipulations in the Penal Code which should also reflect the requirements of EU acquis in the field of environment.
“On the other hand we have made several amendments and significant progress in transposition of the European directive on environment protection through criminal legislation, the 2016 progress report highlights the fact that directive on environment has not been transposed, meaning the framing of legislation in Penal Code has not finished yet,” Rama said.
