Second legal package in light of justice reform concluded

TIRANA, March 26 /ATA/ – By A.Fortuzi/ – Ulsi Manja, chairman of Parliamentary Law Committee has stated that approval of the bill on private bailiff’s service and law on judicial police closes the second legal package in light of justice reform.

In his opening remarks at the round table with the groups of interest, Manja said this round table comes as part of a consultation campaign to come up with a complete draft law which is in response to the demands of all stakeholders and parties of interest in this process. This is the second round table held in light of this goal. This draft law along with that on judicial police complete the second and the last legal package as part of justice reform launched five years ago through around 40 legal initiatives, Manja said.

According to him, the amendments to law on private bailiff’s service are crucial in enhancing the efficacy of this service. The analysis conducted for efficacy of justice system identified a number of issues such as extension of property titles’ execution, delays and lack of transparency in procedures, licensing the bailiff’s services was another flawed part. However, this draft law will prioritize speed, transparency, recruitment of people with in-depth knowledge of law, approval of a regulatory framework on procedure of this service,” Manja said.
