Vlahutin: Property right is of priority importance

TIRANA, June 22 /ATA/ – Albania should pay attention with priority to the restitutions, compensation and registration of property.

The Head of the Delegation of the European Union to Albania, Ambassador Romana Vlahutin, addressing a public meeting on the issue of the property rights in Albania, stated that the issue of property right is an issue of fundamental human rights and as such, for the European Union it is non-negotiable.

The EU Ambassador said she doesn’t and won’t use the term “former owner” because there is no such thing.

“A person is an owner as long as she or he does not sell the property or receives a compensation for it,” she said.

Vlahutin voiced concern over the current situation.

“Some people managed to legalize sandy beaches and rocks as agricultural land, even the sea, and this is absurd. Decades long practice of corruption and abuse, coupled with illegality have ripped lawful owners from their peaceful possessions and caused social turbulence and conflicts,” she said.

“I remind you that in the latest Country Report for Albania the European Commission clearly stated that in the context of Chapter 23, Justice and fundamental rights, Albania should pay attention with priority to the restitutions, compensation and registration of property,” Vlahutin noted.

“Every natural or legal person is entitled to the peaceful enjoyment of his possessions. No one shall be deprived of his possessions except in the public interest and subject to the conditions provided for by the law and by the general principles of international law, Vlahutin concluded.
