TIRANA, June 1 /ATA/- The association of constructors, in a press release, expressed concern over the law on social housing approved by govt. of Albania.
The concern is related to Article 19 of the law in question, which compels private constructors that apply for development and construction permits for buildings with a residential construction surface area of over 2,000 square meters, to transfer without remuneration at least 3% of the functional building surface to the municipality for purpose of social housing.
Article 19 of the law runs against the constitution and we are determined to take all the legal steps to get it overturned, the association of constructors says.
3 days ago, during a roundtable on fiscal incentives, business community took the opportunity to refer this concern to minister of Finance and Economy, Arben Ahmetaj.
The minister pointed out that for transfer of 3 percent of surface to the municipality , the govt. has drawn on the best social practices in the world.
“With regard to 3%, we have drawn on social practices of many countries,” minister Ahmetaj said.
