Albanian state will not treat Diaspora as an external factor under new law

TIRANA, March 21 /ATA/- “ Once the bill on Diaspora takes effect, the Albanian state will not treat Diaspora as an external factor,” Minister of State for Diaspora, Pandeli Majko, said on Wednesday.

During presentation of the bill on Diaspora at parliamentary committee on foreign affairs policy, Majko described the bill as a groundbreaking moment.

Before the meeting, the head of parliamentary committee Mimi Kodheli said that the law guarantees the rights of Albanians living abroad, promoting their active involvement in the life of their country of origin.

In his remarks, minister for Diaspora, Pandeli Majko, said that this framework law addresses all issues and includes the relevant institutions responsible for this area of relations from the side of politics.

In this context, Majko said that the law addresses the pressing demands for implementation of constitutional provisions on protection of the rights of Albanians living abroad.

The draft law is based on article 8 of the Constitution, which stipulates that the Republic of Albania provides assistance to Albanian citizens living and working abroad to maintain and develop ties with the national cultural heritage, Majko said.

According to him, the bill is closely aligned with the spirit of international standards written into a string of acts such as: the UN Charter, Universal Declaration of Human Rights, International Convention on Civil and Political Rights. Compared to the previous legislation, the bill does not make space for friction, yet it is insufficient for the needs of Diaspora.
